I'm sure it's just a bit of fun. Kind of means a woman is attractive. Just depends on the sense of humour of the woman. Like if she could take it as a compliment, or whether it would offend her.

I don't really see how it could be intimidating or anything. If some man wants to, for example attack you and rape you, he's not gonna wolf whistle at you first is he?

Personally I've never wolf whistled at anyone probably due to what I said above, as i'm not a great judge of how someone is feeling, and I might get abuse thrown at me maybe.
