No. The internet is one of the few places that allows complete freedom of speech. Any government preventing that is one step closer to a totalitarian state in my opinion.

Monitoring leads to blocking. The internet is so amazing simply because you can find practicly anything on it. Blocking bits of it off is destroying it's greatness.
