"Miss Congeniality" wasn't a terrible movie. What small charms it had, though, came courtesy of its beauty pageant spoofing and the presence of the great Michael Caine, playing a disgraced beauty consultant charged with turning tomboy Gracie into Miss America material. The scenes between Bullock and Caine enlivened what was otherwise routine, harmless material.
With "Armed and Fabulous," Caine is gone - and so is the comedy. For some reason, screenwriter Marc Lawrence has decided to turn the sequel into a bad episode of "Mannix," concentrating on a kidnapping plot involving Miss United States (Heather Burns) and the pageant's emcee (William Shatner). Watching Gracie make like Nancy Drew while repeatedly clashing with her surly partner is nobody's idea of fun, unless you're a fan of the Shemp era of Three Stooges shorts.
Director John Pasquin ("Joe Somebody"), subbing for Donald Petrie (and while Petrie isn't Lubitsch, there is a drop-off) tries to liven up the tired plot mechanics with manic, straining set pieces involving drag shows, disguises and a chase sequence involving Dolly Parton. There's also a subplot about Gracie not being true to her Authentic Self, but even that's botched because the movie can't decide whether Gracie really likes pink lipstick or not.
My verdict: Ms. Bullock's lips can do no wrong. I just don't want to hear the word "sequel" (remember "Speed 2"?) coming out of them again any time soon.
